Mapping the Indian Ocean Rim Association Through The Underwater Domain Awareness Framework

Abstract

This research note critically examines the Indian Ocean Rim Association’s (IORA) strategic goals through the lens of the Underwater Domain Awareness (UDA) framework. With 23 member states and 11 dialogue partners, IORA seeks regional integration across key areas such as maritime security, trade, disaster management, and environmental protection. The study highlights major challenges—including legal disparities, lack of infrastructure, and environmental threats—and proposes that integrating UDA with digital technologies and marine spatial planning can strengthen regional cooperation. By aligning UDA’s multi-stakeholder approach with IORA’s pillars, the paper advocates for improved maritime governance, sustainable development, and enhanced security in the Indian Ocean region.
